If [the vehicle] has up to 350 watts of power, and its maximum speed is 25 km/h, and it does not have an accelerator other than pedaling, it is classified as an electric bicycle.

Furthermore, Contran states that category A and ACC licenses are only for two-wheeled vehicles with a power output exceeding 351 watts, up to 4,000 watts, and a speed of up to 50 km/h with acceleration range.
