Understanding the IPVA (Vehicle Property Tax)

Before discussing the 2022 IPVA (Vehicle Property Tax), let's talk about the tax itself.

IPVA is the abbreviation for Tax on Motor Vehicle Ownership.

Thus, as the name suggests, it is only paid for by those who own a vehicle.

The fee charged is directed to the State Treasury Department where the vehicle is registered.

  • 40% is intended for the state government;
  • 40% goes to the municipal government;
  • 20% is transferred to FUNDEB.

The fee is based on the vehicle's value, calculated using the FIPE table based on the month of September of the previous year.

In other words, the values that will be used in 2022 were defined in September of this year.

The tax rate varies between states, and the tax must be paid for a period of between 10 and 20 years.

Ultimately, since the tax is levied at the state level, each state applies its own rates and periods.

Using São Paulo as an example:

In the state of São Paulo, all passenger vehicles pay 4% of IPVA (Vehicle Property Tax) and must pay the tax for up to 20 years before receiving an exemption.

IPVA is a tax calculated on the value of the car, and in normal situations, the value usually decreases over the years.

This happens because the percentage remains the same throughout all years, but as the years go by, the vehicle undergoes a depreciation process.

However, as many people know, 2021 was anything but a normal year.

On the contrary, 2021 has been a very atypical year.

After all, since the beginning of the pandemic in 2020, the industry has been facing many challenges.

The need to shut down assembly lines, shortages of components and raw materials, and fluctuating dollars are the main examples.

In addition to paying more, many people have faced long waiting lines when trying to secure a brand new or even used car.

Another absurd consequence of this madness was used cars costing more than new vehicles.

All of this, plus a series of other problems, has made buying a car much more expensive here this year.

This creates another problem for Brazilians:

With the value of used cars also rising and the tax rate unchanged, the 2022 IPVA (Vehicle Property Tax) will be more expensive.

What happens if I don't pay my vehicle tax (IPVA) in 2022?

With the tax becoming more expensive, some are considering not paying it.

In fact, we've received many questions like: What happens if I don't pay my 2022 vehicle tax?

We'll tell you right now that failing to pay your vehicle tax (IPVA) in 2022 is not a good idea.

Ultimately, anyone who fails to pay their IPVA (Vehicle Property Tax) in 2022 will be subject to a fine, in addition to having their name added to the list of debtors.

Furthermore, without paying the IPVA (Vehicle Property Tax), the driver cannot register the vehicle.

Therefore, as a consequence, the vehicle may be impounded, with a fine imposed by traffic authorities, in addition to 7 points on the driver's license.

In addition to the IPVA (Vehicle Property Tax), to keep their vehicle registration up to date, owners must also pay the licensing fees and any fines.

With this, it is possible to receive the CRLV – Vehicle Registration and Licensing Certificate.

This year, drivers did not have to pay for the Mandatory Insurance for Personal Injury Caused by Motor Vehicles, the famous DPVAT.

To make paying the vehicle tax (IPVA) easier, all states allow the tax to be paid in installments.

And in 2022, this installment plan remains possible.

Therefore, if the vehicle owner determines that it will be possible to pay the 2022 IPVA (Vehicle Property Tax) in a single payment, it is possible to opt for installment payments.

Today it is possible to pay your IPVA (Vehicle Property Tax) in 3 to 5 installments, depending on the state where you live.

However, for those who can pay the tax in full, this is beneficial.

Ultimately, paying in cash grants discounts ranging from 3% to 10% depending on the state.
